A container passes through six or more hands between origin and destination. When the cargo arrives damaged, spoiled or short, every party says it was fine when they had it, and the shipper or its insurer usually ends up paying.
Cargo claims turn into weeks of emails, surveys and competing paperwork. Reefer spoilage is the worst case: the container's temperature log exists, but nobody can prove whose watch it happened on. Claims that cannot be pinned on anyone are paid by the shipper or its insurer, or not at all.

Each party signs a small record at the moment it takes responsibility. The records chain together, so a missing, edited or forged one is caught.
